An IPMVP-compliant M&V Plan typically covers 13 key sections: ECM description, chosen option, measurement boundary, baseline and reporting periods, adjustment variables, analysis procedure, energy prices, metering, QA/QC, target uncertainty level, budget and reporting format.

The M&V Plan is the founding document of every M&V project. Its 13 typical sections are: (1) ECM description (intent, scope); (2) IPMVP option with justification; (3) measurement boundary; (4) baseline period, energy and conditions; (5) reporting period; (6) adjustment variables (routine and non-routine); (7) analysis procedure and formulas; (8) energy prices used; (9) metering specification (sensors and calibration); (10) QA/QC procedures; (11) target uncertainty/precision; (12) M&V budget; (13) reporting format and frequency. It must be signed by both parties (client and ESCO/auditor).
Use the EVO M&V Plan template as a checklist — missing one of the 13 sections is the fastest way to lose adherence.

- The choice of Measurement Boundary in M&V determines which energy flows and explanatory variables must be measured; this boundary often conditions the choice between Options A/B (equipment-level) and Option C (whole facility).2. IPMVP Options · Measurement Boundary
- The baseline period in M&V must be representative of typical operating conditions before the ECM, capturing energy plus explanatory variables (weather, occupancy, production), and typically covers a full 12-month cycle for buildings.3. Periods & adjustments · Baseline-Periode
