The distinction is critical: routine adjustments use variables known in advance (weather, occupancy) and are embedded in the baseline function; non-routine adjustments handle unexpected events that alter the comparison conditions (for example adding a third production shift causes roughly +33 % consumption that has nothing to do with the ECM). EVO publishes a dedicated NRE/NRA guide. Without NRA, the ECM gets blamed (or credited) for savings it did not cause.
