The DCL is a distributed ledger operated by the CSA together with a set of node providers. Every certified device is published as an entry indexed by Vendor ID, Product ID and the associated Product Attestation certificate. A commissioner queries the DCL during pairing to confirm that the device's Device Attestation Certificate chains back to a recognised Product Attestation Authority, which blocks counterfeit hardware whose Vendor/Product IDs are not listed. The decentralised design is a deliberate departure from classic centralised HTTP-based CRL or OCSP infrastructures.

If a commissioning attempt fails with a vague attestation error, check whether the controller has fresh DCL data: stale snapshots block legitimate new devices certified after the controller's last sync.
