A — Only as long as the programming LED is lit
In the classic button-based assignment procedure, the programming LED identifies the device. ETS can also overwrite a known address without physically pressing the button, or assign an address by serial number on compatible devices. These exceptions do not allow arbitrary writing "at any time".
